Otto Barrow

Otto is a Yenching Scholar at Peking University, specializing in China-Russia relations and Chinese technology regulation policy, with experience in think tank operations, European affairs, and tech regulation research. He is currently completing the Swire Summer internship at Cathay Pacific in Hong Kong. Otto serves as the Chair of the EIR Advisory Board and was previously the Secretary-General of its predecessor, the Institute for Greater Europe. He holds a B.A. in Philosophy, Politics, and Economics from Magdalen College, Oxford, and has completed fellowships at the College of Europe and the European University Institute.
